Tax Evasion, Technological Progress and R&D Expdenditure: Theory and Empirical Evidence

2026 - Maria Rosaria Alfano, Salvatore Capasso et al.

This paper introduces a novel theory of tax evasion, suggesting that the optimal decision to evade taxes is influenced by agents’ portfolio technologies. The theory argues that evading taxes involves the use of specific production technologies (“hidden technologies”) with returns that differ from those of technologies that require tax compliance (“visible technologies”). As technological progress affects the gap and returns between these types of production technologies, the optimal level of tax…

Tax Rebate and Price Discrimination

2026 - Salvatore Capasso, Salvatore Ciucci

We study the effect of a tax rebate on tax evasion, in a third – degree price discrimination framework. In such a context, the monopolist contracts with the buyers a price discount, in exchange for not issuing the transaction receipt, hiding sales revenues from tax authority. Buyers in the economy are heterogeneous only in the honesty or tax morale, and keeping the purchase receipt, they are eligible for a tax rebate. We show that a price discrimination strategy will always lead to a reduction i…

Reform of the United Nations Security Council: Challenges and Opportunities

2025 - Daniele Archibugi, Marco Cellini et al.

The reform of the United Nations Security Council (UNSC) is one of the most debated issues in the international political and diplomatic sphere for at least three decades. The current composition of the UNSC is the result of an outdated geopolitical arrangement, which does not reflect today’s political, demographic, and economic realities. Moreover, the veto power of the permanent members is used for reasons of national interest, blocking crucial resolutions. The lack of representativeness and t…

The policy brief examines the enhanced voting rights introduced in France in 2014 through the Florange Law and later adopted in Italy as a tool to encourage corporate stability and promote long-term investments. In France, enhanced voting rights were made automatic unless companies chose to opt out. However, analyses of the top 100 French companies showed that this law did not significantly impact their economic performance, such as profitability or market value. In Italy, enhanced voting rig…
