Knowledge networks can be considered as new economic institutions whose main focus is organizing the process of knowledge creation and diffusion. These institutions would play the role of creating and disseminating information and knowledge flows among the regional actors.

Based on this recognition, increasing attention has been given to techniques for unveiling these networks and to methods for identifying, within them, the densities corresponding to the most dynamic poles in the cycle of knowledge creation and dissemination.

Focusing on the industrial context of the Campania region, it is evident how severely it is exposed to the contradictions highlighted by the so-called innovation paradox—situations in which a strong need for innovation is not matched by an equal capacity to absorb the public resources allocated.

To demonstrate the strategic importance of a network-based diagnostics, we will present evidence from research carried out between 2014 and 2024, aimed at conducting exploratory analyses of the innovative potential of the Campania region. It will be shown that, in knowledge-intensive sectors such as biotechnology or even in cultural and creative productions, the lines of dialogue between actors will shape network grids within which it will be easier to identify the need for innovation.

This policy brief aims to highlight the importance of network analysis with a strategic-evolutionary approach for defining effective innovation policies, as it provides a comprehensive view of localized innovative capabilities.
